Well-known actress Behnaz Jafari is left distraught when she comes across a provincial girl's video plea for help, after her family prevents her from taking up her studies at the Tehran drama conservatory. Behnaz abandons her shoot and turns to filmmaker Jafar Panahi to help with the young girl's troubles. They travel by car to the rural northwest, where they have amusing encounters with the charming and generous folk of the girl's mountain village. But Behnaz and Jafar also discover that old traditions die hard.

The Arbaeen Pilgrimage, or the Arbaeen Walk, is the world's largest annual public gathering that is held every year in Karbala, Iraq at the end of the 40-day mourning period following Ashura, the religious ritual for the commemoration of martyrdom of the grandson of Prophet Mohammad and the third Shia Muslim Imam, Husayn ibn Ali's in 61 AH (680 AD). Anticipating Arbaeen, or the fortieth day of the martyrdom, the pilgrims make their journey to Karbala on foot, where Husayn and his companions were martyred and beheaded by the army of Yazid I in the Battle of Karbala. The number of participants in the annual pilgrimage reached 25 million or more by 2013. On the routes of the pilgrimage, food, accommodation and other services are provided for free by volunteers. Husayn is believed to transcend all cultural boundaries and be a symbol of universal freedom and compassion. During the pilgrimage "copious supplies of food, small clinics and even dentists are available for pilgrims and they all work for free. The care of pilgrims is regarded as a religious duty." Along the roads to Karbala, many mawakibs (tents) are devised with the aim of providing "accommodation, food and beverage and medical services", and practically anything else the pilgrims need for free. What is interesting about this human crowd is that all society segments take part in it. Popularly known by the name of the main character, "Mashadi Ibad" was based on a musical comedy by composer Uzeyir Hajibeyov and written in the early 1900s. The story is based on the age old-theme of a beautiful young woman (Gulnaz) who falls in love with a young man (Sarvar) but is obliged to marry someone else. Gulnaz' father, Rustam bey, is bankrupt. He decides that the only way to pay off his creditors is to get money by marrying off Gulnaz to the rich, old, widowed bazaar merchant, Mashadi Ibad. But Sarvar contrives a way to foil the plan by disguising himself as the bride hidden under the thick Muslim veil. When Mashadi Ibad lifts the veil to see his bride's face, he discovers Sarvar who holds him at gun point and makes him write a statement that he really wants to marry the maid, not Gulnaz. This is where the work gets its title, "If Not This One, Then That One." The strategy works and Sarvar succeeds in marrying Gulnaz.

Set in turn of the century Baku at the dawn of the 20th century, a young man wishes to marry.
